Definition of Dumb vessel

,A ship or watercraft that cannot move under its own power. In contrast to a self-propelled vessel, a dumb vessel must rely on external means such as sail power, tow ropes, or tugboats to move.

For example, an old wooden fishing boat with no engine could be considered a dumb vessel. To move the boat from one location to another, the fishermen would need to rely on external means such as sail power or the assistance of a tugboat.
