Definition of EMR
(1) ‘Effective Mooring Revision’ (EMR) refers to the process of making necessary adjustments to the mooring arrangements of a vessel in order to ensure safe and secure mooring.
(2) For instance, consider a situation where a container vessel is scheduled to berth at a terminal. Upon the vessel’s arrival, it is observed that there is a significant difference in the water level between the vessel’s anchorage and the terminal’s berth. This condition may pose a risk of the vessel dragging its mooring lines and coming loose from the terminal. To mitigate this risk, the vessel’s mooring arrangements may need to be revised, such as by adding additional mooring lines or by repositioning the existing mooring lines. By implementing such Effective Mooring Revision measures, the risk of the vessel coming loose from the terminal can be significantly reduced, thereby ensuring safe and secure mooring for the vessel.’
