The National Cargo Bureau (NCB) is an independent organization responsible for overseeing the safe handling, packing, and stowage of cargo aboard vessels. For instance, when a large consignment of dangerous goods is being transported by sea, the ship’s owners would engage the NCB to ensure that all the necessary precautions are taken during the loading, stowage, and securing of the cargo on board the vessel.
