Definition of DMLC
The Declaration of Maritime Labour Convention (DMLC)) is a document required by the International Labour Organization’s Maritime Labour Convention. The DMLC declares the flag state’s commitment to implementing and enforcing the MLC, including its provisions related to seafarers’ employment and working conditions.
For example, if a shipping company intends to hire seafarers under the Maritime Labour Convention, the company would first need to ensure that the flag state, under which the company operates, has made a declaration of compliance with the MLC, as evidenced by the issuance of a DMLC. The shipping company would then need to comply with the provisions of the MLC, as applicable to its operations and the employment of its seafarers.
