Definition of NAABSA

Not Always Afloat But Safely Aground signifies a vessel or boat that is not always in the water but is safely secured on land.

For instance, a boat owner may choose to lift his vessel out of the water and store it on dry land during the off-season to protect it from the elements and potential damage from being in the water constantly. In this scenario, the boat is safely secured on land and is not always afloat.
