Definition of On deck

On deck refers specifically to areas of a ship above the waterline. More precisely, it refers to the uppermost deck, which is open to the air.

For instance, imagine a captain giving orders to his crew during a storm at sea. All hands on deck! the captain bellowed. Mr. Bosun, secure the foremast! Mr. Quartermaster, keep the helm steady! On the upper deck, in the open air, I want every able-bodied sailor to lend a hand and help us weather this storm!
